I'm having an issue with my internet speed on my Windows 10 PC. I used to have a contract for 250 Mbps and got around 210-220 Mbps, but I recently upgraded to a new plan promising 940 Mbps download and 60 Mbps upload. Unfortunately, I'm still only seeing speeds of about 220 Mbps, while my uploads are at full speed. I ran tests on a laptop and got the full speed, and even booted into Ubuntu from a USB, where I achieved speeds of around 850 Mbps.
I've tried various troubleshooting steps including restarting my PC, changing Ethernet cables, and restarting both the router and network card. I also updated my network card drivers and tried older versions, fiddled with the network card settings, reset IP configurations, and turned off Windows Defender and Delivery Optimization. The network card settings show it's set at a speed of 1 Gb/s.
Before I consider reinstalling Windows— which I really want to avoid due to having a lot of data on my PC— is there anything else I should check? My motherboard is a Gigabyte Z370 HD3 and my network card is an Intel® Ethernet Connection I219-V. Any help would be greatly appreciated!

If everything else fails, you might want to run a complete malware scan just to rule out any unwanted software that could be affecting performance. It's unusual for just one device to suffer so significantly while others do well. Keep us updated on what you find!
Given that you can hit higher speeds with Ubuntu, I’d suspect a software issue on Windows rather than a hardware problem. Have you checked for any background applications that might be using bandwidth, or considered temporarily disabling any third-party security software? Sometimes, these can interfere with your network speeds.
It sounds like you've done quite a bit of troubleshooting already. Since your other devices are getting better speeds, the issue might indeed be specific to your PC. Have you checked to make sure your Ethernet drivers are the ones directly from the Gigabyte site? Sometimes generic drivers can cause these kinds of problems. Also, try disabling any QoS settings if you haven't already, as they can sometimes throttle speeds unexpectedly.
