I've recently upgraded my GPU from a GTX 1650 to an RTX 2080 Super, and now my PC feels significantly laggier. I've already downloaded the latest drivers, but I'm not sure what to do next to fix the performance issues.

If you didn't use DDU, I’d recommend doing that. It can't hurt and will help rule out any driver issues.
It's possible you might be facing a peculiar driver issue, or maybe your testing isn’t quite accurate. Are you using the same games at the same settings? Sometimes games adjust their settings automatically with new hardware. By the way, what CPU are you running? If it's a weaker CPU, it might struggle and cause stuttering even if your FPS is higher on average.
What do you mean by "laggier"? Is there a noticeable delay when typing, and does your FPS drop to around 25 when you start a game? That could help pinpoint the issue.
