I recently bought an RTX 2070 FE from a marketplace, but it's performing worse than my old GTX 980. I've updated all the drivers, but I'm still getting lower frame rates in Overwatch and experiencing horrible stutters, despite the GPU only reaching 66 degrees Celsius at most. Can anyone help me figure out what might be going wrong?

There could be a few issues at play here. It's possible that the GPU is faulty or that the seller has done something like swapped heat sinks, and it’s not actually a 2070. Also, check your power supply; if it’s not delivering enough power, your GPU might underperform. Lastly, consider whether your CPU could be bottlenecking the performance, although I think the 980 shouldn't be that much better in that regard.

I don’t think CPU bottlenecking is the main issue here. If anything, the 2070 should perform better without struggling.
