I've been having this weird issue where every time I turn on my notebook, PowerShell opens and closes a window, and it's causing my browsers to act up. Whenever I launch Chrome, for instance, it keeps closing and reopening. The only fix I've found is to end the PowerShell process in Task Manager, but I have to do this every time I start my computer. Does anyone know how to stop this from happening? I've tried a few tutorials but no luck. Could this be a virus or something?

This sounds a lot like a malware issue. You should definitely check if your system is infected—run a virus scan just to be safe.
