Why Isn’t My New PC Booting Up?

Hey everyone! I've recently built a test rig using a Ryzen 3 4100 and a Gigabyte B550 Aorus Elite V2 motherboard. The setup includes a random Quadro GPU and a functional PSU with two RAM sticks. However, I'm having trouble getting the system to boot. While the peripherals seem to work fine, and I successfully updated the BIOS with Q Flash Plus, the CPU isn't heating up at all, though the RAM, SSD, and GPU get warm. I'm left wondering if this might be an issue with the CPU or the motherboard. Should I consider trying a different CPU? From my experience, motherboards usually function properly if the peripherals work, and the BIOS update went smoothly.
