Why isn’t my Seagate backup external hard drive showing up on my MacBook Air?

I've got a 2018 Seagate Backup Plus external hard drive that's suddenly not being recognized by my 2011 MacBook Air. It was working fine before, and I have another external hard drive, a 2014 WD My Book for Mac, that still works perfectly. After I restarted my MacBook Air, though, the Seagate drive won't show up at all. I've tried switching out the cable, plugging it into different MacBooks (even my dad's MacBook Pro), and I checked in Disk Utility where it says 'owners are disabled.' What steps can I take to troubleshoot this?

I read on an Apple forum that you can try selecting the disk's desktop icon and pressing COMMAND-I to open the Info window. From there, unlock the settings by clicking the lock icon and authenticate. If you see an option that says 'Owner's Disabled,' uncheck it. This might fix the issue, but if the drive isn't even showing up anywhere, then you might need to explore other options like wiping it through the terminal, though that will erase all data.
