Why won’t my PC start with the graphics card installed?

I've been trying to replace the thermal paste on my graphics card and everything seemed fine at first. However, after turning off a game, my PC only shows a green screen and now it won't start at all when the graphics card is installed. I've also tested with a different card and encountered the same issue. The graphics card lights and fans turn on, but there's no display on the monitor. If I take the card out, the PC boots into Windows without a problem.

Have you checked if the monitor cable is plugged into the graphics card itself? Sometimes it can be overlooked, and connecting the cable to the motherboard instead will give you a display, but it's not utilizing the graphics card.

Yes, I am moving the cable to the graphics card, but I still can't get it to work. I can only boot into Windows if I remove the graphics card entirely.
