Why won’t my power supply turn on after a test boot?

I recently did a test boot on my PC, and now I'm trying again because I noticed some issues. However, when I plug everything back in, nothing turns on—not even the fans! My power supply doesn't seem to power up at all when I test it outside of the case. Did I end up frying my power supply? By the way, I made sure the switch on the power supply is set correctly.

A complete lack of power often points to a dead short. Are you using the motherboard placed on a non-conductive surface, like the box it came in? Also, ensure you’re using only the modular cables that came with your power supply, if it's modular. Can you elaborate on what issues you were noticing prior to this? Oh, and try the paper clip test to see if your power supply is completely dead—there's a good tutorial on it.

Everything was working fine before, but after reconnecting the cables, it all just stopped. During my second test boot, I got a CPU error, but I don't think that alone would prevent the power supply from turning on other components.
