I've got an Intel Core i5 11600K paired with a GTX 1660 Super right now. I'm considering upgrading to an AMD RX 9060XT with 16GB VRAM. Will my current CPU hold back the performance of the new GPU?

It's a mixed bag. You could see a small bottleneck at 1080p, especially in fast-paced games where high frame rates are a must. However, at 1440p, the chances of that happening drop significantly. So really, just get the new graphics card!
There’s always going to be some bottleneck in a PC, it’s just about which component is holding things back. In this case, your CPU and new GPU should pair reasonably well.
