Will upgrading to an i7 10700KF or i9 10900KF fix my CPU bottleneck?

I've been noticing a considerable bottleneck with my current i5 10400F while gaming. My Radeon RX 7600 usually runs at about 70% usage, while my CPU is maxed out at 100%. I'm contemplating whether upgrading to either the i7 10700KF or the i9 10900KF would resolve this issue. Price isn't a concern for me; however, the i7 comes with a cheaper water cooler that I'd also need to buy. Any thoughts on whether either of these CPUs would be worthwhile, or if one is better than the other?

Honestly, upgrading to the i7 would help out a lot. It should provide a noticeable improvement in performance that should alleviate the bottleneck you're seeing now.

It's strange that you’re hitting bottlenecks. I have an i5 10400 and a 3060 Ti, which is quite similar to your RX 7600, and my CPU usage is always at 100% while gaming at 1080p. If you’re using an H series motherboard or something older, your RAM might be dragging performance down to 2666MHz, and that could still hold back an i7 or i9 too—though they will still offer a boost. You might want to consider changing to a 11700F/K/KF if you're looking for an upgrade that balances cost and performance. Just be sure your cooler is up to the task if you decide to go that route!
