YouTube Not Loading After Clearing Cookies—Need Help!

So I ran into a frustrating issue with YouTube on my desktop yesterday. It wouldn't load properly; I could watch videos if I had a direct link, but the homepage and all the UI elements were just grey boxes. I found online that it might be related to cookies, so I cleared my recent cookie history, which seemed to help temporarily, but the issue came back this morning. In my frustration, I deleted all my browser history and cookies, but that only made things worse. Now, my YouTube homepage is completely empty, I'm not logged in, and it just says 'Your YouTube history is off' with a message to update settings. However, when I try that, it just loops back to the same message. Plus, every time I try to log in, it sends me to a screen titled 'oops' with a bunch of TV screens and a search bar. What am I doing wrong? How can I fix this? I just want to watch videos like I used to, and my phone works fine. What gives?

Have you tried restarting your device? Sometimes that can help reset things and get it working again.

Yeah, I've tried that already, but it didn't help.
