Why won’t my amp work with my DVD player?

I'm trying to connect my old DVD player to a headphone amp using an RCA to USB-C adapter, but the amp isn't powering up. I'm using the RCA output from the DVD player into a Fiio KA 17 headphone amp via USB-C. The amp is powered by another USB-C connection from my PS5. Is there something I'm missing, or is this setup just not possible? Thanks in advance for any help!
