My friend has been having issues with her iMessages; she's not receiving any messages. When I checked her iPhone's settings under "apps" and then "Messages," I found that iMessages were turned off. I tried to switch them back on, but a prompt appeared asking for her Apple ID password. Unfortunately, she can't remember the password, so iMessages remain off. I'm wondering if there's a restriction on her phone that requires this password for changing settings since I don't need a password for my own phone.

If her phone were locked down for some reason, the iMessage option would be greyed out with a message like "Disabled by your Organization." The prompt for the Apple ID is pretty normal; you need to be logged in to use iMessage.
If she doesn't recall her iCloud password and lacks another device to help reset it, she'll have to go through account recovery. But she should know her trusted phone number for that process. Does she happen to have that?
She really needs to reset her Apple ID password to regain access to iMessages. That's the key step here.

We haven't tried account recovery yet, but we’ll give it a go next time we hang out. I'm pretty sure she can access her email linked to the account, which should help. I’m just really curious about what caused this issue in the first place.
