Budget is key here. The 7800X3D is top-notch and will be relevant for at least five years. If you're spending the extra on the 9800X3D, consider if you truly need that boost. It's only slightly faster, about 10% or so, depending on the games.
If your target is above 1080p and you plan to crank up all settings, the difference between the two CPUs might not even be noticeable! But since you're building new, just make sure it's a CPU that fits your future gaming needs.
