How did Apple become so good at designing chips like the M4 Max?

A modern processor is made by large teams of specialists: CPU and GPU architects, circuit designers, verification engineers, compiler developers, physical-design engineers, performance analysts, and manufacturing experts. Apple recruited heavily from established chip companies and acquired relevant firms, then invested billions in facilities and staff. Its advantage is less about inventing everything from scratch and more about combining licensed technology, custom designs, software integration, strong engineering teams, and a long-term product strategy.

Apple didn’t start from zero. It has worked on custom chips and ASICs for decades, including its PowerPC-era partnerships and the processors used in iPhones, iPads, and other devices. Apple also acquired PA Semi in 2008 and Intrinsity in 2010, bringing in experienced CPU designers and technology. It has since built a very large in-house silicon organization rather than relying on fresh graduates alone.

The M-series chips combine several advantages: Apple controls the hardware, operating system, and much of the software stack; it can design the chip around its actual products; and it has enormous resources for hiring specialists, developing tools, and testing designs. The CPU architecture is based on ARM technology, but Apple designs its own high-performance cores and many other parts of the system. The chips are manufactured by an outside foundry such as TSMC, which is different from designing them.
