I'd like to give each customer a clean address such as veterinary1.example.com or plastic1.example.com, but I'm not ready to spend several thousand dollars on a very short domain yet. Are there services that rent subdomains on memorable domains, or is using my own domain with wildcard DNS the practical option? The main goal is making setup easy for nontechnical clients while avoiding an address that feels too generic or agency-branded.

For nontechnical customers, the key is probably the onboarding process rather than the length of the domain. You can keep the technical DNS under your control and give each client a simple branded link. If you eventually manage enough accounts, buying a short two-to-four-letter domain and reselling subdomains as part of your service could make sense.
The simplest and most reliable approach is to register one domain you control and use wildcard DNS. Each client can then get something like veterinary1.yourdomain.com without requiring separate DNS work. You can automate the subdomain creation and route every hostname to the right PWA from your application.
Renting subdomains from someone else can create trust and continuity problems. If they change ownership, stop offering the service, or use the parent domain for something questionable, your clients’ URLs are affected too. It may be better to start with a reasonably priced, brandable domain and upgrade to a shorter one later.
