My Windows 11 PC plays the USB disconnect and reconnect sounds about every 10 seconds, and the interruptions cause noticeable lag. It started randomly after roughly two or three years of otherwise trouble-free use.

Because it continues with all external devices removed, the culprit is probably something connected internally to a motherboard USB header. Common possibilities include the case’s front USB ports, an AIO pump, an RGB controller, a fan hub, or an internal Bluetooth/Wi-Fi adapter. Try shutting the PC down and disconnecting the front-panel USB header first, since those ports can fail and repeatedly connect and disconnect.
