I recently upgraded my GPU to an RTX 5070 Ti, but I'm not seeing the performance boost I expected. Here's my current setup: I have a B550 AORUS ELITE motherboard, an AMD Ryzen 9 3900X CPU (which I bought about five years ago), 32GB of DDR4 RAM, and I'm running at a 2560x1440 resolution with a PSU of RM1000x. I suspect that my Zen 2 CPU might be bottlenecking the system. What would be the best CPU upgrade for my setup that wouldn't require me to change my motherboard or move to DDR5 RAM?

You should just go for any Ryzen 5000 series CPU that fits your budget. Think about how many cores you need, then hop on eBay and grab one while you can!
If you're weighing options, remember: 5800X3D or 5700X3D are your best bets, followed closely by 5800XT, then the others like 5700X and 5600X.
You're right, your CPU is definitely holding back your performance. If you can spend a bit more, I'd highly recommend the 5800X3D or the 5700X3D. If you're on a tighter budget, the non-X3D version is still a solid choice.
The 5700X is a fantastic choice for AM4. The X3D variant is really powerful but it's pretty pricey since it's been discontinued. Don't overlook the 5700X!
The 5800X3D absolutely outshines all the AM5 Ryzen 5s in gaming. Just remember, AM5 feels like a marketing gimmick without any real advantages over AM4. It might be wise to go for the 5800X or a 5800XT, though the X3D versions have climbed in price a lot lately.

It’s definitely wild how the AM4 chips still hold up against the newer ones! You’re really getting your money’s worth sticking with AM4 right now.
