I'm working on setting up a firewall and transit VNet in Azure, but I'm having issues with the public IP addresses they're assigning me. Every single one seems to be flagged as 'dirty'—for example, Google keeps asking for captchas, and Reddit blocks access due to network security. Is there any way to get a clean public IP address from Azure without bringing my own public IP block?

It looks like getting a clean public IP from Azure is quite a challenge. Most of their IP ranges are often flagged because scammers use free trials to set up things like proxies and phishing schemes.
Azure itself doesn’t classify IPs as 'clean' or 'dirty'. The problem comes from the fact that anyone can create an Azure instance and misuse those IPs, which leads services like Google to mark all cloud provider IPs as potentially problematic. They publish their IP ranges, making it easy for vendors to classify them all together.
