I'm trying to figure out if either the GTX 1650 or GTX 1050 Ti graphics cards will work with my HP ProDesk G3 400. What do I need to check for compatibility?

First off, you need to make sure your ProDesk G3 400 has a PCIe x16 slot and enough space inside for one of those GPUs. If it has an auxiliary power connector, just check that your power supply can support it too. If everything checks out, you should be good to go!
If you have the small form factor (SFF) version, you’re going to need to hunt down half-height, single-slot versions of those GPUs. They’re not super common. A better bet might be low-profile options like the Quadro P1000, Radeon RX 6400, or maybe look for the Maxsun or Yeston RTX 3050 low profile cards. If it's the mini tower (MT) version, you should be able to use almost any graphics card, as long as you upgrade your power supply to handle it.
Would those GPUs work for the mini tower version too?

How can I tell if I have the MT or SFF version?
