I'm currently using an Intel i5-12400F with an Asus B660m WiFi motherboard. I'm looking to upgrade my GPU from a 3070 to a 9070xt but I'm also considering a CPU upgrade. Since I'd like to keep my motherboard, what would be the best CPU options for my setup?

It really depends on the resolution you're gaming at. If you're playing at 1440p or higher, you might not need to upgrade your CPU right away. The GPU can often do a lot of the heavy lifting in those cases.
I'm mainly at 1440p.
