I'm looking to switch from Windows 7 on an old DELL OPTIPLEX 790 Tower (I5 2400, 8 GB RAM, 1 TB SSD, 2011 model) to Linux. What Linux distribution would be best for my setup? Also, I want to know how I can run Windows programs on Linux.

Considering your setup, Debian is a solid choice, especially for older hardware. But if you prefer something more familiar, you might want to start with Mint or Mint XFCE. Also, check for Linux versions of the applications you need before resorting to Wine.
When switching, don't overthink the distro selection! Go for what suits you. Remember, Linux isn’t Windows, and many Windows programs won't run on Linux. However, you can check out alternatives or use Wine to run some EXE files, though it might not be perfect.
If you want a smooth transition, Linux Mint with the Cinnamon desktop is a great choice. It's user-friendly and has a layout similar to Windows, so you might feel right at home. Just keep in mind that some Windows programs might not work on Linux, so look for alternatives when you can.
Ubuntu and Linux Mint are both good options. For running Windows programs, try to find Linux alternatives first. If you have to use Wine, be prepared for mixed results.
