Can a Dual-Core CPU Really Bottleneck an RX 580?

I'm experiencing poor performance with my RX 580, even though the temperature during stress tests seems fine at 76 degrees and the clock speed is normal. I suspect my CPU, an i3 4130, could be bottlenecking my GPU, but I'm curious about how severe that bottleneck actually is. I've looked at benchmarks for Elden Ring, where the RX 580 hits around 50-60 fps on medium settings at 1080p, but I'm only getting about 25 fps on low settings at 720p. Can a CPU bottleneck be this significant? Also, I noticed my power consumption is low, around 70W, and I'm wondering if that's related to the bottleneck. To add to my confusion, I'm seeing worse performance in Sekiro compared to my previous GTX 750, despite the 750 struggling with Elden Ring. I also tried playing Counter Strike 2, which crashed during deathmatch, a problem I had with my old GPU too. On the other hand, Dark Souls 3 performs much better than the GTX 750. I'm not well-versed in GPU and CPU compatibility, so I'd love to know if this bottleneck could explain the performance drop and if I need to consider returning my new GPU. Any advice on a CPU upgrade that would minimize bottlenecking and be budget-friendly would also be greatly appreciated!

Lowering the resolution generally makes games more CPU-intensive, so that could definitely contribute to the performance issues you're seeing. Have you tried running at 1080p as well? It might not fix everything, but it could help!

Yeah, I still get pretty bad performance even at 1080p.
