Can I Use My Apartment’s Ethernet Port to Set Up WiFi?

I'm looking for some advice on extending my internet access. I live in a historic building with thick concrete walls, and unfortunately, my TV can't get the WiFi signal. The management has been nice enough to allow me access to the internet room, but it's a total mess with wires everywhere and nobody seems to know how it all works anymore.

There are Ethernet ports installed in the rooms, including mine, but with two different WiFi networks in the building, I'm unsure where my internet connection is coming from. It could be connected to the network from the other side of the building, but it's hard to tell. They have set up routers and repeaters throughout the building, but my apartment is a dead zone, as is my neighbor's.

I want to know if it's possible to plug something into the Ethernet port in my apartment to create a WiFi signal. What equipment would I need to make this happen? Thanks for any help!
