Dealing with Microstutters in Games: Need Help!

Hey folks! I've been experiencing these annoying microstutters in almost every game for about a year now, even in games that my PC should easily handle. I checked out a previous thread that suggested some fixes related to Discord, but after uninstalling it, I'm still facing the same issue. I made sure my PC isn't overheating and had a look at my RAM usage in Task Manager. Most of the time, I'm getting high FPS, so I'm at a bit of a loss. I'm not the most tech-savvy when it comes to computer maintenance, but I'm open to trying anything. Money's a bit tight right now, so if anyone has suggestions that don't involve buying new parts, I'd really appreciate it! Here are my specs: CPU: AMD Ryzen 9 7900X3D 12-core, GPU: NVIDIA GeForce RTX 2080 Ti, External SSD: Samsung SSD 990 PRO with Heatsink 4TB.
