I'm trying to clean up my old drive and want to know if CPU and motherboard drivers are stored in the Windows folder. If I delete that folder, will it remove those old drivers, or do I need to take additional steps?

If the drive isn’t being used to boot Windows, everything on it is basically inactive. If you're just cleaning it out, it'd be simpler to transfer any data you still want and completely format the drive to free up the space.
A neat trick is to open the Device Manager, show hidden devices, and remove any that aren’t connected. There’s also a program that can do it automatically, but I can’t recall its name.
You might want to consider just reinstalling Windows fresh. It often clears out any lurking issues with old drivers.
