Yeah, it should work just fine! Just keep in mind that if you ever hit the VRAM limit, you might see a noticeable dip in performance. But as long as you stay within those VRAM limits, you shouldn't experience any major issues. Also, when it comes to ray tracing, both the 5060 and RX 9060 XT will struggle a bit, so don't expect them to shine in those demanding scenarios. If you're leaning towards the RX 9060 XT, the 16 GB version would definitely serve you better, especially in games where VRAM bottlenecks can happen.
I have a 5070 running on PCIe 4.0, and it performs great! I'd say, as long as your GPU has 8GB of VRAM or more, you shouldn't stress too much about running out of memory during gaming.
Honestly, I think PCIe x8 at 4.0 isn't ideal, but any performance difference should be pretty negligible for most games.
