Nope, AWS bills you monthly for your usage. Unless your total bill is really small, like under a dollar, in which case they might skip billing altogether.
From my experience, AWS usually sends a bill every month. I’ve seen bills as low as 16 cents on personal accounts before, so they don't really use a threshold system like Google Cloud.
