I bought a brand new gaming PC about a year ago based on a friend's suggestion, but I'm facing serious performance problems. Quick question for you—when you say you have 16GB of RAM, do you mean you have one 16GB stick or two 8GB sticks? It can make a difference for performance, especially in gaming.
It sounds like there's an issue with your GPU. Given your setup, you should definitely be hitting over 200 FPS in CS2, with the minimum staying above 100. I'd recommend running a benchmark test like 3DMark Timespy to see if your scores match up with what they should be for your hardware.
