I'm trying to enroll my Windows 10 PC into the ESU program. I see the "Enroll Now" link in Settings under Windows Update, but when I click it, I get a pop-up saying that I need to be connected to the Internet. However, I just checked for updates from the same page, and it seemed to have no issues with the Internet connection. I'm even posting this from the same PC that's supposedly offline. I'm really puzzled here!

Are you using a stable network connection? Sometimes, the settings can be finicky. If possible, try connecting through an Ethernet cable instead of Wi-Fi to see if that helps. But it does sound like a widespread issue.
