If you had two-factor authentication (2FA) enabled, then I'd recommend reinstalling Windows using a USB stick. If you didn't have 2FA set up, you should change your passwords immediately, enable 2FA where possible, remove any unknown devices from your accounts, and also check for any email forwarding rules.
