When 2-step verification is on, any recovery attempts can be ignored if you don't have access to the 2FA method. The best shot you have would be to either remember the password or use a recovery code. Be aware that even if you get support, it could take up to 30 days to reset your security info and regain access. If neither option is available, unfortunately, the account might be lost for good.
