My brother and I built his PC from scratch, but it's not posting to the monitor at all. The motherboard isn't showing any error codes, and while all the fans are spinning, the GPU fans only spin briefly when the PC turns on and then they stop. Here are the specs: Asrock b850 pro rs wifi motherboard, Ryzen 5 9600x CPU, Asus prime dual 9060xt GPU with 16GB of VRAM, 16GB DDR5 RAM, a modular MSI MAG 750GL power supply, and a 1TB NVMe M.2 Gen 4 SSD. We're thinking of trying a BIOS flashback, but I'm unsure if that will fix the issue. Any advice would be appreciated!

I had a similar setup with the same mobo, CPU, and GPU. It took me a few power cycles before mine posted. The BIOS should generally work out of the box, so I'm not sure if a flashback would really help.
The GPU fans spinning and then stopping is pretty normal—it just means the card is getting power. My 9060 fans usually don't start until I'm playing a game since it's a highly efficient card.
But hey, the fact that the other fans are working is a good sign! Try re-seating the RAM and GPU (make sure to unlock the PCI slot first). Also, like the first commenter said, try plugging the monitor into the motherboard instead of the GPU, but just make sure the GPU is removed when you do that because the motherboard will default to it if it's installed. I had to do some deep power cycling (like turning it off, unplugging the PSU, waiting 5 minutes, then plugging it back in) before it started working for me without switching to integrated graphics. Just my two cents!
Have you tried using the integrated GPU by connecting the monitor to the motherboard? If your motherboard has a port for that, it might help. Also, can you access the BIOS?
