Help! My PC Won’t Send Power to Peripherals After a Graphics Driver Reset

I'm trying to help a friend with their computer that stopped sending power to peripherals after using the Windows Key + CTRL + Shift + B command, which is supposed to reset the graphics driver. The issue started when they ran the command on Windows 11; their monitor flashed purple and their connected TV went black. After a hard restart, which they described as a full shutdown by holding the power button, the PC booted up but none of the peripherals received power, although some other devices like a charger still worked. We've already tried unplugging everything and basic troubleshooting without any success. What can we do to fix this? Here are the PC specs: AMD 5 9600x, AMD RX580 GPU, 32 GB Patriot Venom DDR5 RAM, Aqua Elite V3 CPU cooler, Asrock A620AM-X WiFi board, and Asrock Phantom Gaming 850W PSU.

That command just resets the graphics driver, so the loss of power to peripherals is likely unrelated. You might need to check the graphics settings again, especially for the TV. Also, if they did a hard restart, that might not have reset everything properly because if 'fast startup' is enabled, it doesn't fully clear issues. A proper restart could help.
