I bought a used PC just five days ago, and after installing my own GPU, I'm having a major issue. The fans on my ROG Strix 3080 White Edition are incredibly loud, spinning at about 53% even when the temperatures are just 30-34 degrees Celsius. This happens as soon as I put any load on it, even with CPU-heavy games. The previous owner mentioned they could adjust the fan settings, but no matter what I've tried, I can't get it to work. I've spent around 10 hours troubleshooting: uninstalling and reinstalling software, updating the BIOS, resetting Windows, using DDU, and only using GPU Tweak 3 and Armoury Crate. I've also tried MSI Afterburner and adjusting fan control settings, but something keeps overriding it. I'm out of options and really don't want to have to sell the PC. Can anyone help? The noise level is comparable to or louder than a PS4, and after running benchmarks in FurMark, the performance seems fine.

Your best bet is to ensure you’re using the manufacturer's control software instead of alternatives. As you mentioned, you tried the ASUS software. So, if that doesn’t help, there could be an issue with the fan itself needing replacement or a deeper problem with the GPU.
First, make sure the fan issue is really from the GPU. Sometimes other components can make noise, too. If you're certain it’s the GPU, try switching the BIOS on the card if it’s a dual BIOS model. Sometimes one might be set for cooler operation. Also, definitely check out the specific ASUS software for fan controls rather than relying solely on MSI Afterburner.
How do I switch the BIOS? And yes, I'm pretty sure it’s the GPU making the noise.

I did try using the ASUS software, but it didn’t seem to help.
