I'm currently USB tethering my phone to my computer for internet access because my ISP isn't very reliable. The problem is that while doing this, my phone's battery drains quickly and isn't charging at all. I have a wiring diagram that I think could help, but I'm unsure if it's safe or effective. Can anyone offer advice on how to provide more power to the USB connection without damaging my devices?

Yeah, that setup is risky! When a phone is connected to a computer, it restricts the power to about 0.5A. Trying to hook up extra chargers that way could damage your gear. I’d recommend leaving your phone on its charger while using a USB WiFi adapter for your PC — that way you can use the hotspot function without stressing your phone too much.
Unfortunately, that wiring method you're suggesting could damage both your phone and your computer's USB ports. The reason your phone’s battery is draining fast is likely because the power from your PC's USB port isn’t enough to keep it charged while tethering. You might need to let your phone stay on a proper charger while using it for internet access instead. If it supports it, try using the hotspot feature over WiFi instead.
Unfortunately, my computer doesn't support WiFi, I can only connect via wired connections. I have a lightning connector for my phone too.
