I spent a significant amount of money on a website built by a reputable company, and they were also supposed to handle my SEO. Unfortunately, they were late delivering the site, kept making false promises, and the SEO they provided didn't work at all. After paying in full, I canceled the SEO plan but was still left with a partially locked site. Now, a year later, I can only edit the HTML because the site is tied to their dashboard, making it impossible to manage my SEO content. I've tried reaching out multiple times for unrestricted access, but they haven't responded. I feel like I've been scammed and need advice on what to do next.

It sounds like you didn’t get proper admin access. A challenging but effective solution is to set up your own hosting, install WordPress, and rebuild the site there. It’s time-consuming, but then you’d have full control and could point your domain to the new setup.
