I have around 400 Office 2019 volume licenses on our admin portal, but the activations are slowly being depleted. This happens when a computer dies unexpectedly and I don't get a chance to uninstall Office, resulting in it activating again without freeing up the license. We probably only have about 80 active licenses, but the system shows that we're using over 200. Is there a way to reset this count and require reactivation for all the active licenses? I reached out to Microsoft previously, but the help I received was unhelpful.

Just a heads up, Office 2019 is at the end of its life (EoL) now, so support for it will be limited. If you're running a library with public machines, I understand the budget constraints, but it might be something to consider for the future.
You can try contacting the Volume Licensing Service Center (VLSC) either by email or phone. In my experience, they usually handle requests to expand your activation limit without much hassle.

It seems like you're using a Multiple Activation Key (MAK). Your best bet would be to call Microsoft’s Volume Licensing support to ask them to increase your activation limit. If you were using KMS or ADBA activation, the licenses would auto-release after a certain period (I think it's around 180 days if a client doesn't check in with the server).

Yeah, most of the installations are for public use in a library, and they are on a separate network from our staff machines, so upgrading isn't easy for us.
