I'm having a really tough time accessing my old iCloud account. I've tried everything—calling, messaging, and emailing Apple support multiple times, but they've just sent me links that I already tried. Every time I try to log in anywhere, whether it's on the Apple website or through different devices, I get a message that says, 'This account is locked and can not be used.' I've heard from a few people that contacting the Better Business Bureau might help, but I'm not sure how to go about it. Can anyone share their experiences with this? What should I say and what details do I need to provide? Just for context, I do have access to my Gmail, but I can't get into iCloud. I also have two devices stuck on activation lock loaded with precious memories from 2014-2019, and I just want to retrieve them. I don't have proof of purchase, but I can provide any other necessary codes.

However, your account being locked doesn’t necessarily stop you from disabling the activation lock once you find your old password if it’s saved on the device.
Just so you know, having an activation lock on your iPhone 4s shouldn’t stop you from accessing data if you know the passcode. But if you’re locked out completely, that complicates things.
Unfortunately, if you're seeing 'This account is locked' message, it usually means that Apple won't let you access that Apple ID anymore. The best bet might be to create a new Apple ID. If the devices are on an activation lock and you don't have proof of purchase, it’s going to be challenging. Apple's security is pretty strict about this, so contacting the BBB likely won’t help you.

Also, when filing a complaint with the BBB, make sure your complaint fits their categories. They don’t handle technical support issues or account access problems very well.
Honestly, the BBB isn’t really effective in situations like this. They lack the authority to get Apple to unlock your account. A different approach might be to try reaching out to Tim Cook directly via email—just be polite and explain your situation. Sometimes his staff will respond and may help you out if they see a valid reason to.
