How can schools stop students from tethering their phones?

I'm helping out at a high school where students are using their phones to tether and bypass network restrictions. They all use school-issued Chromebooks, and while I found a way to only show administered networks, this also means they can't access Wi-Fi at home. I thought about blocking the DNS used by most mobile providers, but I'm unsure if that would work for those who also provide home Internet service. Plus, students might be able to change that back on their own. I'm looking for practical solutions—maybe I could set a batch script to run every ten minutes? Any thoughts?

We use a tool called GoGuardian, which installs itself on the Chromebooks. This way, it doesn't matter which Internet connection the students are using—it keeps monitoring them effectively.

Honestly, you’ll find yourself constantly trying to stop students from getting around restrictions. A better approach might be to enforce consequences for those caught using their devices improperly. If they take the laptop home, the school shouldn't control it outside of school hours. Just keep an eye out for unauthorized wireless signals during class and address issues as they arise.
