How do I install Ubuntu on a second NVMe drive when I already have Windows 11?

I'm trying to install Ubuntu on my second NVMe drive while Windows 11 is installed on my first NVMe. However, when I boot from the Ubuntu USB, I get a "no medium found" error, and it switches to trying a netboot install. After the netboot downloads Ubuntu completely, it just stops and I'm left stuck. Also, Rufus isn't recognizing my second NVMe drive, even though I've set it up for storage. Does anyone have advice on how to get around these issues?
