I'm trying to create a custom Windows 11 ISO using a PowerShell script. My goal is to include Win PE drivers for Lenovo and Dell, various language packs, and the latest updates for Windows 11. I've started with the Windows 11 25H2 en-US base image and have also downloaded the required language pack along with the FOD ISO from the Microsoft admin portal. Here's a quick rundown of what my script does: it mounts both ISOs, extracts the necessary files, mounts the install.wim (index 5 for Pro), adds the Win PE drivers and language packs to the install.wim, integrates the kb5043080 msu and the cumulative update kb5072033, splits the wim, and adds drivers to the boot.wim. However, I keep running into an issue when trying to add the first msu—it always fails with error code 0x80070228. I've even tried skipping the checkpoint update kb5043080, but that leads to failures with kb5072033. Any tips on how to resolve this?

Have you thought about using NTLite? It offers a lot of features you might find useful for customizing ISOs, and you can integrate updates and drivers easily. Check it out [here](https://www.ntlite.com/features/).
You might want to check out FFU; it's a tool developed by a Microsoft employee that can help with generating a custom ISO faster than traditional WIM images. You can find it on GitHub [here](https://github.com/rbalsleyMSFT/FFU). It seems to cover a lot of the bases you're aiming for.
Alternatively, you could just download the latest updated ISO from the mass grave of whatever version you want to push. It can save you a lot of time instead of creating one from scratch!
