For the best performance, use the fastest drive you can get as your OS drive. When you're ready to install Windows, disconnect all other drives and only leave the fast drive connected in your new PC. If you want to make your C drive completely empty, you can easily do that during the Windows installation. Just delete all the partitions in the installer to turn it into unallocated space, and it won’t take long at all. After that, you can click 'next' and proceed with a fresh install.
