I currently have a 5800XT and a 9060XT with 16GB. I've been playing on a 32-inch 4K OLED after spending a lot of time gaming on 1440p. Right now, I'm using AMD's frame generation at low to medium settings, and while I get around 120 to 135 FPS consistently, I want to achieve more stable framerates and ideally reach 3x or even higher. Would it be worth the investment of about $200 after selling my 9060XT to upgrade to the 5070?

Unless you can stretch your budget for something like a 5080, sticking with the 9060 is your best bet for now. The 5070's capabilities are nice, but you might not feel the difference at 4K. The input lag can also be quite noticeable with the frame generation.
Honestly, I wouldn’t bother upgrading. Your current 9060XT is actually doing pretty well at 4K, especially with 16GB of VRAM which is a big help at that resolution. You’re getting solid FPS already, so the performance jump wouldn’t be significant enough to justify the cost.
