I've got an i5 10400f paired with an AMD RX 7700 XT, but I'm noticing my FPS in Counter Strike 2 often drops below 144. I usually average around 130 FPS, and monitoring shows both my CPU and GPU are only around 55% utilized. Despite changing graphic settings, including switching between 720p and 1440p, my framerate stays the same. It seems like my CPU might be bottlenecking my GPU, but I've seen performance tests that suggest the 10400f performs better in CS2 than I am experiencing. Would upgrading to an AMD Ryzen 5 9600X fix this bottleneck and improve GPU usage? I'm hoping to confirm it's really the CPU before investing in an upgrade, so any advice would be greatly appreciated!

It definitely sounds like you're encountering a significant CPU bottleneck if changing the resolution hasn't affected your performance. Upgrading to the Ryzen 5 9600X should give you a solid boost in performance, as it's a major upgrade over the 10400f. It's definitely worth it if you're looking to maximize your GPU's potential in CS2.
Check this out guys, there's a great deal on the 9600X with a motherboard and other goodies if you're interested!
