I upgraded my Dell Optiplex 7050 with an RTX 3060 Ti that works fine in another PC. However, when I installed it, the system wouldn't boot at all. I spent a long time troubleshooting, and eventually, I reset the BIOS by removing the CMOS battery for five minutes, which allowed the PC to recognize the GPU. Now, I've discovered a workaround: I have to boot into Windows with the power cables unplugged from the GPU, plug them in while in Windows, then restart into BIOS and back into Windows for it to be recognized. However, if I try to boot with the GPU plugged in, the fans run continuously, and it won't start. I've turned off secure boot and enabled Legacy option ROMs, and I'm using a 600w PSU. Has anyone experienced this and found a solution?

It's not safe to power internal components while the PC is on. Your 600w PSU is on the low end for the RTX 3060 Ti, which could be causing the boot issue. You might need a stronger power supply to support the GPU adequately. It’s definitely worth checking that first.
