I'm trying to find a non-Nvidia graphics card that can handle 4K at 144Hz over DisplayPort, has AV1 hardware decoding support, and operates quietly, ideally under 100W. I'm not into gaming, mining, or AI, and I don't care about video encoding. My main tasks revolve around 3D CAD work and some video editing, where I prefer high refresh rates for productivity. From what I gathered, most Intel Arc cards only support 4K at 60Hz, even though higher resolutions might be supported when it comes to 5K. And the RX 6500 doesn't seem to have AV1 decoding. Are there any options left for me?

Actually, a modern integrated GPU or even a discrete card can handle 4K at high refresh rates, as long as they support the necessary DisplayPort or HDMI versions. For example, the B570 card can achieve 4K at 180Hz thanks to DP 2.1 support. You just need to check what kind of DisplayPort version the card offers!

When you say modern iGPU, what do you mean? Are we talking about Intel's 8th gen or Ryzen 3000G?
