Upgrading just your graphics card can definitely help. That said, depending on the new card you choose, your current CPU could become a bottleneck, which means the processor might slow down the performance of the new GPU. It's worth looking into a balanced upgrade, but you might not need to go to an i7 if you pick a card that pairs well with your i5.
You should definitely check the usage and temperatures of both your GPU and CPU. Those specs you have shouldn't be giving you such low fps, so there might be something holding you back. If you're hitting high temps, it could be throttling performance. Also, see what percentage usage you're at during gaming; if it’s not close to 100%, something's up with your setup.
