I'm in the midst of upgrading my Active Directory from two 2016 servers to a pair of 2022 servers. I've already managed to convert from FRS to DFSR on the old Domain Controllers without issue. Now, I need to move my DHCP services over. The 2016 servers are currently handling DHCP replication, and I know I have to turn that off before shutting down one of the old servers. I'm wondering if setting up replication with one of the new servers is a valid way to handle this, or if I should just go the PowerShell route for backing up and restoring the DHCP data.

This might not directly help, but don't forget to take snapshots before making changes. You’d be surprised how often the lack of a snapshot leads to headaches down the line!
Sometimes I just start fresh with DHCP and enable Conflict Detection—simpler that way, right?
Configuring replication to a new Domain Controller seems like a solid move! Just make sure everything replicates properly before shutting down the old servers. Once you're confident in the replication, you can turn off the DHCP services on the old ones.
Honestly, I’d go with replication too. Backup and restore sometimes doesn’t go as planned. But if you’re unsure, there’s no harm in testing it out to see if it works for you.
When I did this transition, I think the key point was that the servers don’t have to be the exact same version for replication. Just remember to manually add any special DHCP options you might have. Another tip: it’s vital to check your dynamic DNS credentials while you’re at it!
