I have a 7th generation iPad that I shut down to clean, but now it won't turn on despite trying different methods. I don't have a Mac or anything that works with iTunes, so I'm starting to think I might need to buy a new iPad. If I do get a new one and connect it to my old iPad with a cable, will I be able to transfer all my data from the old one, regardless of whether it's in iCloud? I'm unsure which iOS version it was using, but I think it's either iOS 16 or 17.

If your iPad isn't functioning well enough to back up, the Quick Start feature for data transfer requires the old device to be at least partially operational. Hopefully, you’ve got a recent backup somewhere because otherwise, you might be out of luck. If you're in the U.S., iPadRehab could assist you with repairs.
If I take it to a repair shop, do you think they could fix the display enough for the transfer? Is that even possible?
